Comprehensive hospital information system - executive director - duties - definitions. 
 
Requires the Executive Director of the Department of Public Health and Environment to create a comprehensive health information system as a means of collecting, evaluating, and disseminating hospital data. Requires the Director to assemble an association of hospitals to provide guidance in establishing the system and to help review and prepare quality measures. Specifies certain measures that the system must collect (e.g., NQF measures on patient falls with injury, skill mix, etc.).
