Applicability of Freedom of Information Act to exchange. Authority of commissioner - Conn. Gen. Stat. § 38a-1090

Individuals may use the Freedom of Information Act to access information from the Connecticut Health Insurance Exchange with the exception of (1) the identities of persons that apply for coverage through the exchange and their application materials; (2) personal health information; and (3) information the Exchange shares with (a) the Departments of Social Services, Public Health, and Revenue Services; (b) the Insurance Department; (c) the Office of Comptroller; or (d) any other state agency that receives information pursuant to a contract with the Exchange that contains a confidentiality clause.
