Establishes an advisory committee to oversee Colorado’s all-payer claims database. Tasks the committee with making recommendations regarding data collection, use, and disclosure, the means of maintaining privacy in compliance with relevant privacy laws, and charging for reports generated from aped data. Authorizes the APCD administrator to create the APCD upon receiving legislative funding. Directs the administrator to identify the data to be collected, establish reporting requirements, and disseminate data. Requires APCD data to be publicly available to the extent possible while still complying with state and federal data privacy laws.
