Exchange Participation Requirements and Certification of Qualified Health Plans and Qualified Dental Plans

The Kentucky Health Benefit Exchange was established by Executive Order 2012-587 by Governor Beshear.  The Exchange was created within the Cabinet of Health and Family Services, as part of the agency.  The Exchange will be governed by an 11 member advisory board appointed by the Governor.  

These regulations provide definitions of key terms used.  In addition, the regulations provide detailed qualified health plan (QHP) issuer requirements based on the federal Affordable Care Act.  Among the many requirements, QHP issuers must provide to the Cabinet of Health and Family Services, information on claims payment and policies, financial disclosures, enrollment and disenrollment data, denied claims, rating practices, SBC, information for cost-sharing and payments for out of network providers, and enrollee rights under the Affordable Care Act.
