This proposed rule includes an update to the payment rates and policies for Medicare beneficiaries in hospital outpatient departments and ambulatory surgery centers.  The rule also makes changes to the electronic health record incentive program. 

The proposed rule  includes a reduced payment rate for hospitals that fail to meet the outpatient quality reporting requirements.  In addition, the proposed rule requests public comment on quality measures to be included in the ambulatory surgery center quality reporting program, and how to reduce payment rates for ambulatory surgery centers that fail to meet the quality reporting requirements.  There are also proposed revisions to the inpatient rehabilitation facility quality reporting program as well as the quality improvement organization regulations.

The rule extends the 2012 Medicare Electronic Health Record Incentive Program Electronic Reporting Pilot to 2013 for eligible hopsitals and critical access hopsitals.
