Because Medicare is primarily a federal program, the state of Missouri does not provide much guidance on the program.  However, in an effort to improve the quality of care provided to Medicare beneficiaries, the state requires all Medicare health maintenance organization plans to submit patient satisfaction survey data to the Department of Health and Senior Services.1
