“Examination of specimens; written requests; reports of results; retention of test records”

Clinical laboratories may examine specimens when authorized by certain licensed health care providers (e.g., physicians, chiropractors, podiatrists, etc.).  Clinical laboratories must report test results to the authorizing provider. Clinical laboratories may report test results to a provider that has a treatment relationship with the particular patient or to a business associate of the provider or laboratory so long as the business associate agrees to comply with the HIPAA Privacy Rule. Clinical laboratories may also release test results to the patient or their health care decision maker.

Clinical laboratories must maintain records of laboratory services and laboratory test reports.
