Requires Prepaid Health Organizations (PHPs) to comply with the Medicaid records standards codified in Iowa Admin. Code. r. 441-79.3 and to implement a medical records system that meets nine additional standards (e.g., permits access to a particular record on demand, uses state identification numbers to identify records, etc.). Requires PHPs to maintain the confidentiality of medical records and prohibits disclosure of medical record information without the enrollee’s consent. Provides exceptions for disclosures to medical providers that have subcontracted with the PHP or to providers who need the information to provide emergency care. Requires PHPs to report financial and utilization information to the Department.
