Prohibits providers from performing an abortion without providing such notice. Specifies three circumstances in which such notice is not required: a medical emergency necessities the abortion, a person entitled to notice provides a notarized certification that they have received notice, or the minor petitions a court to find them capable of consenting to the abortion. Requires a provider, when performing an abortion due to a medical emergency, to document the emergency in the patient’s medical record.
