Nonpublic disclosure to a public health authority 
 
Authorizes health care providers, public health officials, law enforcement, schools, universities, or agents to disclose protected health information to public health officials when a “specific nexus” exists between an individual’s identity and a threat of disease, injury, or death to an individual or the public and the information would help public health officials eliminate or reduce the threat. Exempts entities from liability arising from their disclosure of PHI so long as they disclosed the information in good faith or in compliance with a federal or state public heath law. Clarifies that an entities failure to report information does not subject them liability. Limits permissible disclosure to the minimum amount necessary.
