N.H. Rev. Stat. Ann. § 135-C:7 - Community mental health programs

Any city, county, town, or nonprofit corporation may establish a mental health program to provide mental health services to individuals and organizations in the area. If the commissioner of health and human services decides to enter into a contract for the operation of any services which are part of the state’s mental health services system, the contract must contain performance measures to achieve positive consumer outcomes, maintain fiscal outcomes, and provide quality services.
