Statement of Legislative Purpose and Intent

The Minnesota Legislature has promoted the use of health care cooperatives to contain health care costs, improve quality, and increase access to health care services.  The cooperatives are made up of health care providers, consumers, governmental entities, and local businesses to encourage competitiveness in the health care sector.
