Medical records to be confidential -- exceptions. 
 
Classifies medical records related to an individual’s involuntary hospitalization for mental health treatment as confidential and prohibits disclosure unless disclosure occurs pursuant to a specified exception (e.g., pursuant to a court order, with the individual’s consent, etc.). Permits the chief medical officer to disclose information for research purposes so long as an individual’s identity cannot be ascertained from the information.
