Authorizes the Secretary of Health and Environment to contract with an entity to build and maintain a health care database. Requires the Secretary to promulgate rules regarding the collection and use of health care data and specifies the elements that these rules must address (e.g., data security, confidentiality procedures, etc.). Prohibits collected data from being disclosed in a way that would identify individuals. Classifies improper disclosures as class C misdemeanors and permits persons harmed by the disclosure of their identifying information to sue for damages.
