Prohibits the Department of Health and Environment from publicly disclosing maternity center or child care facility records in a way that would identify individuals. Clarifies that the names of facilities, licensees and applicants may be disclosed as may any information otherwise required to be disclosed by law. Identifies circumstances in which the Department may disclose such records (e.g., to local, state, or federal government entities, etc.). Authorizes the Secretary of Health and Environment to prohibit disclosure of a maternity center or child care facility’s name and address if necessary to protect the public, a patient, or child.
