Requires the Secretary of Health and Environment to inspect licensed abortion facilities at least twice per year and authorizes additional inspections as necessary to protect public health and enforce the laws regulating such facilities. Requires at least one of the annual inspections to occur without notice. Prohibits information filed with the Secretary or obtained during an inspection from being released publicly in a way that could identify individuals. Classifies patient medical and identifying information as confidential and prohibits public disclosure of such information.
