Requires physicians to obtain a blood sample from a pregnant person within 14 days of confirming their pregnancy for the purpose of conducting syphilis and hepatitis b tests. Requires pregnant persons to consent to the testing. Requires laboratories to report positive tests to the Secretary of Health and Environment and the provider who ordered the test. Classifies lab reports and records as confidential and limits access to such information to state and local health officials. Permits other disclosures if the pregnant person gives their written authorization.
