Classifies birth defects information system information as confidential medical records. Prohibits subpoena or discovery of the records, but permits access via a court order. Authorizes the Secretary of Health and Environment to use collected information to notify parents and guardians about the health of their child and the availability of medical care. Permits disclosure of non-identifying statistical information.
