Requires the Secretary of Health and Environment to create a risk profile assessment for providers to use when screening pregnant patients for prenatal substance abuse. Authorizes providers to refer pregnant patients who are at risk for substance abuse to their local health department for substance abuse services if the patient consents. Classifies referrals and related documentation as confidential and prohibits its use in criminal proceedings.
