Classifies information obtained while testing specimens for controlled substances as confidential. Limits disclosure to the person who ordered the test and to the Secretary of Health and Environment if the information is needed as part of their oversight of laboratories. Permits disclosure of non-identifying information for data collection purposes. Classifies violations as class C misdemeanors.
