Classifies the results of tests conducted by the statewide program for sickle cell anemia as confidential and prohibits disclosure unless the person tested gives their consent. Clarifies that the test results of persons aged 18 years or younger may be given to their parents or guardians without their consent. Classifies violations of these requirements as class C misdemeanors.
