Requires the Insurance Commissioner to negotiate contracts with external review organizations, establish expedited review procedures, make determinations on whether an external review may proceed, and notify interested parties of the decision. Requires external review organizations to maintain the confidentiality of medical records and to report data as required by the Insurance Commissioner.
