Establishes standards and procedures for external reviews of adverse health care determinations that address notice of external review rights and timeframes for requesting and adjudicating an external review. Requires health carriers to provide relevant records to the Insurance Commissioner upon the Commissioner’s request. Requires medical information obtained during the external review process to be maintained as confidential in accordance with state and federal law.
