Classifies information regarding applicants and recipients of government assistance as confidential and privileged and limits access to such information to the Secretary for Children and Families and the Secretary’s employees and officers. Specifies the circumstances in which such information may be used or disclosed (e.g., with the applicant or recipients’s consent, for auditing purposes, etc.). Clarifies that the confidentiality and privilege protections do not apply to non-identifying statistical information.
