Kan. Admin. Regs. § 28-67-4, Health care data release and rerelease

Specifies the purposes for which the Secretary of Health and Environment may use health care database data (e.g., policy decisions, research, public health activities, etc.). Requires the Secretary to create a public use data set that does not include social security numbers, record identifiers, provider identifiers, patient identifiers, or health insurance id numbers. Permits entities to submit data requests to the Secretary that describe what data they seek, their proposed uses for the data, and whether they will rerelease it. Requires the Health Care Data Governing Board to approve any requests for identifying information. Permits researchers to request data by submitting a research protocol. Requires persons who obtain data to agree to adhere to rules regarding data confidentiality and security.
