Requires licensed community mental health centers to establish polices and procedures for maintaining the confidentiality of records and information regarding current, former, or prospective consumers. Permits disclosure of information only if authorized by law or in accordance with a written authorization from a client or their representative. Specifies the information that the authorization must include (e.g., consumer name, recipient name, description of the information to be disclosed, etc.).
