Specifies the information that birth centers must give to patients (e.g., patient rights and responsibilities, clinical staff qualifications, possibility of transfer, etc.). Requires birth centers to screen pregnant persons using a maternity risk assessment and specifies the minimum factors that such assessment must include (e.g., patient age, major medical problems, history of complications, etc.). Requires birth centers to refer patients to a physician if the assessment determines that they are at high obstetrical risk and to transfer patients and newborns to a medical facility if medical or surgical care is needed. Requires birth centers to create a discharge plan for each patient that addresses follow-up care and referrals.
