Establishes standards for ambulatory surgical centers. Requires ambulatory surgical center staff to conduct an assessment of each patient upon their admission. Requires ambulatory surgical centers to have a transfer agreement with local hospitals and to initiate the transfer of any patient who needs medical care beyond what the ambulatory surgical center can provide. Requires ambulatory surgical centers to provide the receiving hospital with essential medical information regarding the transferred patient. Specifies the information that ambulatory surgical centers must address during discharge planning (e.g., needed follow-up care, how to take prescribed medications, etc.).
