Establishes standards and procedures for protecting confidential HIV information that address items such as the appointment of an HIV confidentiality officer, secure storage of HIV information, electronic storage of HIV information, and access to HIV information. Authorizes the disclosure of confidential HIV information for research purposes if the research is approved by an institutional review board and the researchers sign confidentiality agreements. Requires the HIV confidentiality officer to investigate security breaches and authorizes imposing sanctions and criminal penalties on violators.
