Isolation; Restrain; Medication 
 
Prohibits centers or facilities providing services pursuant to the Human Services Act from administering medication to a client without a written order from a physician. Requires centers and facilities to maintain records of administered medications in client treatment records. Prohibits centers and facilities from using medication as a punishment. Prohibits centers and facilities from isolating or restraining a client if there are less restrictive measures available.
