Individual participation 
 
Makes participation in the North Dakota Health Information Network the default unless an individual opts-out in writing. Permits individuals to opt-out fully or in part and to reverse their opt-out decision. Prohibits providers from withholding coverage or insurers from withholding payment due to an individual’s opt-out decision. Grants individuals the right to request access to their information, to request that incorrect information be corrected, and to request an accounting of the times their information has been disclosed. Individuals also have the right to receive breach notification and to file complaints.
