Disclosure of protected health information -- in general.
Prohibits the disclosure of protected health information (“PHI”) unless expressly authorized. Clarifies that the provisions of Chapter 23-01.3 do not prohibit public health officials from disclosing PHI for biomedical research projects that have received approval from an institutional review board or privacy board.
