All reports of substantiated incidents of abuse or neglect may be disclosed publicly. If the report is unsubstantiated, it may not be disclosed publicly, except to prove that an allegation of abuse or neglect did not occur. All consumer information obtained during an investigation is confidential. If identifying information cannot be removed from the report prior to disclosure, the entire report cannot be disclosed without the consent of the identified individual.
