Permits the Department of Health and Social Service to review the financial and medical records of a patient who has applied for financial assistance and is receiving substance abuse treatment in a federally assisted facility if the Department gives the facility 10 days notice. Clarifies that access to such records is subject to 42 C.F.R. Part 2.
