c.) Program Communications
When substance abuse program personnel need substance abuse information to perform their duties, the Part 2 restrictions on disclosure do not apply to the communication of that information between or among such personnel56 or between a program and an entity with direct administrative control over the program.57 Entities with direct administrative control are subject to the Part 2 disclosure restrictions with respect to the information they receive from programs.58
