The Secretary will conduct demonstration projects to test, and if proven effective, expand the use of incentives to participating health care groups that encourage coordination of care furnished to Part A and B enrollees and other providers, practitioners, and suppliers of health care items and services,320 encourage investment in administrative structures and processes to ensure efficient service delivery321 and reward physicians for improving health outcomes.322
