Privacy Protections for California's Insurance Exchange

This report examines the Patient Protection and Affordable Care Act's requirement for each state to establish a health insurance exchange, with a specific focus on the state of California.  The paper looks at applicable federal and state laws, and makes recommendations for the establishment of a health insurance exchange in California. There is a focus on policies to protect the privacy and confidentiality of patient information within the exchange.  The paper also recommends engaging and working with various stakeholder groups, including consumers to develop strong policies that govern the exchange.
