Legal and Ethical Architecture for PCOR Data

On September 28, 2017 the Office of the National Coordinator for Health IT (ONC) published the Health Information and the Law authored "Legal and Ethical Architecture for PCOR Data." The architecture seeks to  serve as an overview of laws and regulations applicable to patient-centered outcomes research (PCOR) data, and is designed to:

  1. Provide a common structure of legal analysis for legal requirements under PCOR,
  2. Support PCOR and comparative effectiveness research (CER) through pathways for collecting and sharing data while in compliance with federal laws and regulations, and; 
  3. Support a culture of trust among stakeholders by applying appropriate security parameters.
