By July 1, 2007, the department of human services must initiate implementation of “a model system for integrated long-term care…” The system must expand the long-term care system in a way that “support[s] consumer choice” and “enables consumers to access coordinated services…” The program must also utilize certification standards to assure quality outcomes and utilize performance measures and incentives to promote quality care.
