Requirements for Release of Medical Records – N.Y. Pub. Health Law § 17

Upon the written request of any competent patient, parent or guardian, a physician or hospital must release and deliver copies of all x-rays, medical records and test records, including all laboratory tests regarding that patient to any other designated physician or hospital.   Either the physician or the hospital incurring expenses to provide copies of x-rays, medical records and test records may charge a reasonable amount for reimbursement from the person requesting the release and deliverance of such records.  The charge for paper copies may not exceed seventy-five cents per page. A release of records may not be denied solely because of inability to pay.
