Washington health benefit exchange

The law establishes the Washington Health Benefit Exchange as a public-private partnership, separate and distinct from the state.  The Exchange must have a governing board consisting of experts in the Washington health care system and private and public health care coverage.  The governor must make appointments to the Board based on a list of nominations received from the state House of Representatives and Senate.  Board members whose terms have ended or leave may be replaced by gubernatorial appointment.  Board members must not have conflicts of interest where they could gain financially.  Board members must be compensated for their expenses on official business.  The Exchange and Board are subject to open meetings and public records acts.  The Board must establish an advisory committee and may create a technical advisory committee.  Board members may not be held civilly or criminally responsible for decisions made while on the Board.
