Newborn Screening Regulations
 
Identifies that conditions that newborns must be screened for in Colorado (e.g., cystic fibrosis, phenylketonuria, etc.). Requires health care facilities or institutions to obtain a screening sample as late as possible before discharge, but prior to 48 hours following birth, and to send this specimen to the state laboratory for analysis. Requires the laboratory to report normal test results within seven days, to immediately report abnormal results to the physician of record, and to immediately report unsatisfactory specimens to the agency that submitted the specimen. Permits health care providers to conduct a second newborn screening for specified conditions (e.g., Phenylketonuria, cystic fibrosis 1, etc.) when an infant is between the ages of eight and 14 days old.  Requires a health care facility or provider to notify an infant’s parents or guardians of the necessity of such testing. Requires providers to submit specimens to the state laboratory for testing and for the laboratory to report the results according to the same time frames applicable for the initial newborn screening results.
