The Commissioner of the Insurance Department must prepare and publish a consumer’s guide to health insurance organizations.  The consumer’s guide must include national accreditation or status of accreditation of each insurance company, and measurements on quality of care provided by each company, including child care, maternity care, cardiac care, staying healthy, member satisfaction, and women’s health.  The consumer guide must include a customer service number for consumers to make grievances.  The guide must be written in plain English.
