The Department of Community Health must create incentives to reward Medicaid beneficiaries who practice specific positive behaviors, such as screenings, preventative care, compliance with medical treatment, smoking cessation programs, and other activities.  The Department must also create pay for performance incentives for health maintenance organizations contracted to provide Medicaid health services.  The incentives should reward health maintenance organizations that meet targets for chronic disease, patient compliance, or other items set by the Department.  The Department must also seek funding to establish electronic health records, including personal health records, e-prescribing, and web based tools.
