Makes information access by the Department of Health and Welfare — including information that may identify residents or patients—subject to the Public Records Act (Idaho Code Ann. § 74-101 et seq.). Clarifies that neither the Public Records Act or other provisions of the licensing law impact the confidentiality or privilege of doctor-patient communications or documentation of these communications in records.
