Requires children’s DD HCBS services to receive prior authorization. Requires providers of HCBS services to assure quality services by implementing an internal quality assurance review process. Establishes record keeping requirements and specifies the information that providers must document (e.g., date and time of services, length of the service visit, location of the visit, etc.).
