“Cover Florida Health Care Access Program under the Cover Florida Health Care Access Program Act”

The Cover Florida Health Care Access Program is established to provide health insurance coverage for individuals who cannot afford health insurance and who do not qualify for Medicaid or Medicare. The Agency for Health Care Administration and Office of Insurance Regulation must jointly administer the program.

Cover Florida plans must meet a variety of components including:

  • Offer coverage on a guaranteed-issue basis;
  • Be portable such that an enrollee may remain covered regardless of employment status or the cost-sharing of premiums;
  • Have costs containment features; and
  • Be offered through a qualified employer.

Notes: Florida refused to set up a health insurance exchange but the Cover Florida Health Care Access Program attempts to provide access to health insurance to uninsured people.
