Filing Memorandum of Prescription
Requires pharmacies to maintain patient profile records and to offer counseling to patients when dispensing drugs. Permits pharmacists to dispense a 72 hour supply as a refill if an emergency exists and they cannot reach the prescribing practitioner for authorization. Clarifies that pharmacists may not dispense controlled substances in such emergency circumstances.
