Emergency Services
Establishes standards for hospital emergency services. Requires hospitals to maintain medical records for each emergency room patient and specifies the content of these records (e.g., time and date of service, lab results, diagnosis, etc.). Requires hospitals to offer emergency services on a 24/7 basis, but permits certain hospitals to opt out of having an emergency department (e.g., psychiatric hospitals, surgical centers, etc.).
