Electronic Prescriptions
 
Authorizes practitioners to electronically prescribe controlled substances if they use an electronic prescription application that has received third party certification and have a two-factor authentication credential. Requires the electronic prescription application to transmit the prescription after the practitioner’s signature and prohibits such application from altering the prescription during transmission. Requires pharmacies to verify the accuracy of electronic prescriptions and prohibits pharmacies and pharmacists from entering into HIT agreements that would limit a patient’s ability to choose a pharmacy. Prohibits pharmacies and pharmacists from providing HIT to health care providers as an incentive to receive patient referrals.
